B. Grounds of appeal

1 The appeal may challenge:

1.
an infringement of the law;
2.
an incorrect or incomplete finding of legally relevant fact;
3.
an inappropriate decision.

2 An appeal is also competent on the grounds of denial of justice or unjustified delay.
