1 La commune de vote ou le canton envoie le matériel de vote et les explications du Conseil fédéral directement au domicile à l’étranger de l’électeur.
2 L’annonce en vue de l’exercice du droit de vote et les communications de changement de domicile sont prises en compte pour l’envoi du matériel de vote, si elles parviennent à la commune de vote au plus tard six semaines avant le scrutin.
3 La commune de vote ou le canton envoie le matériel de vote une semaine au plus tôt avant la date de l’envoi officiel dudit matériel en Suisse.
4 Si l’électeur reçoit trop tard un matériel de vote qui a été envoyé à temps ou si son bulletin de vote arrive trop tard dans la commune de vote, l’électeur ne peut faire valoir ce retard.

1 The electoral commune or canton sends the official voting materials and the explanatory statements from the Federal Council directly to those eligible to vote at their address abroad.
2 Registrations to vote and notifications of a change of address are taken into account when voting materials are sent out, provided they are received by the electoral commune at least six weeks before the vote.
3 The electoral commune or canton sends out the voting materials at the earliest one week before the official dispatch in Switzerland.
4 No legal claims may be made on the basis of voting materials being received late by the voter living abroad or of ballot papers arriving late at the electoral commune despite being dispatched on time.
