Art. 19 Plenary Court

1 The Plenary Court shall elect as Vice-President:

a.
the second permanent judge; or
b.
a non-permanent legally trained judge.

2 If it elects the second permanent judge as Vice-President, it shall elect the third member of the Administrative Committee from the non-permanent judges. The appointment of a substitute may be provided for in regulations.

2 Elections to the Plenary Court shall be valid where at least two-thirds of all judges take part in a session or a circular proceeding.

Art. 19 Cour plénière

1 La Cour plénière élit à la vice-présidence:

a.
le second juge ordinaire, ou
b.
un juge suppléant ayant une formation juridique.

2 Si elle élit à la vice-présidence le second juge ordinaire, elle élit le troisième membre de la commission administrative parmi les juges suppléants. Un règlement peut prévoir la désignation d’un remplaçant.

3 La Cour plénière ne peut procéder valablement à des élections que si deux tiers au moins des juges participent à la séance ou à la procédure de circulation.
