Art. 55 Research infrastructures

1 SERI shall produce, periodically or as necessary, a report for the EAER on the status and development of research infrastructures, particularly of large international research facilities and other internationally coordinated research infrastructures in which Switzerland is involved. It shall take account of:

a.
Switzerland’s duties under international law contracts;
b.
developments in European and non-European research and innovation with regard to the establishing and operations of internationally coordinated research infrastructures;
c.
the development priorities of fields of expertise and disciplines in Switzerland in the field of research and innovation;
d.
the corresponding development priorities of the ETH Domain and the other higher education institutions.

2 When so doing it shall consult the research bodies and federal offices affected and, as necessary, the SSIC, and ensure the necessary scientific expertise.

3 It shall further ensure that in cases that involve a direct connection with particularly costly areas under the Higher Education Act of 30 September 201151 (HEdA), an objective alignment is made between the research and innovation planning under RIPA and the coordination of the higher education sector under HEdA.

4 The EAER shall acknowledge the report.

5 Any requests for funding of research infrastructures shall be made within the framework of periodic ERI dispatches.

Art. 55 Forschungsinfrastrukturen

1 Das SBFI erarbeitet zuhanden des WBF periodisch oder nach Bedarf einen Bericht zum Stand und zur Entwicklung von Forschungsinfrastrukturen, insbesondere von internationalen Grossforschungseinrichtungen und weiteren international koordinierten Forschungsinfrastrukturen unter Beteiligung der Schweiz. Es berücksichtigt dabei:

a.
die Verpflichtungen der Schweiz aus völkerrechtlichen Verträgen;
b.
die Entwicklungen insbesondere im europäischen Forschungs- und Innovationsraum hinsichtlich der Einrichtung und des Betriebs international koordinierter Forschungsinfrastrukturen;
c.
die Entwicklungsprioritäten der Fachgebiete und Disziplinen in der Schweiz im Bereich von Forschung und Innovation;
d.
die entsprechenden Entwicklungsprioritäten im ETH-Bereich und an den übrigen Hochschulen.

2 Es konsultiert dabei die betroffenen Forschungsorgane und Bundesstellen sowie bei Bedarf den SWR, und stellt die notwendige wissenschaftliche Expertise sicher.

3 Es stellt im Weiteren sicher, dass in Fällen, wo sich ein direkter Zusammenhang mit den besonders kostenintensiven Bereichen nach dem Hochschulförderungs- und –koordinationsgesetz vom 30. September 201151 (HFKG) ergibt, eine sachliche Abstimmung zwischen forschungs- und innovationspolitischer Planung nach FIFG und hochschulpolitischer Koordination nach HFKG erfolgt.

4 Das WBF nimmt vom Bericht Kenntnis.

5 Allfällige Anträge zur Finanzierung der Forschungsinfrastrukturen erfolgen im Rahmen der periodischen BFI-Botschaften.
