Art. 3a Evaluationsbericht

1 Der Bundesrat erstattet der Bundesversammlung alle drei Jahre Bericht über:

a.
die Entwicklung der flächendeckenden schweizweiten Investitionen;
b.
die Entwicklung der Grundversorgung;
c.
die Qualität und die Preise der angebotenen Fernmeldedienste;
d.
die Entwicklung des Netzwettbewerbs;
e.
die Kosten und die Gewährung des Zugangs zu den Teilnehmeranschlüssen, unabhängig von der diesen Anschlüssen zugrunde liegenden Technologie.

2 Bei Bedarf stellt der Bundesrat der Bundesversammlung Anträge zur Förderung des wirksamen Wettbewerbs.

Art. 3a Evaluation report

1 The Federal Council shall submit a report to the Federal Assembly every three years on:

a.
the development of investments made throughout Switzerland;
b.
the development of the universal provision of services;
c.
the quality and the prices of the telecommunications services on offer;
d.
the development of network competition;
e.
the costs and granting of access to the local loop, irrespective of the technology underlying these connections.

2 If required, the Federal Council shall submit proposals to the Federal Assembly for promoting effective competition.
