Art. 31c Ufficio centrale

¹ Il Consiglio federale designa l’Ufficio centrale che assiste le autorità d’esecuzione.

² Oltre ai compiti inerenti al suo mandato secondo gli articoli 9a capoverso 2, 22b, 24 capoversi 3 e 4, 25 capoversi 3 e 5, 31d, 32a, 32c e 32j capoverso 1, l’Ufficio centrale ha segnatamente i seguenti compiti:

a.: fornire consulenza alle autorità d’esecuzione;
b.: coordinare le loro attività;
b^bis.¹²⁷ trattare le richieste di rintracciamento di armi da fuoco, di loro parti essenziali o loro accessori e di munizioni ed elementi di munizioni presentate da autorità svizzere o estere, trasmettere alle autorità estere le richieste di rintracciamento loro destinate presentate da autorità svizzere e fungere da servizio di contatto per le questioni tecniche e operative in materia di rintracciamento;
c.: fungere da servizio centrale di ricezione e comunicazione per lo scambio di informazioni con gli altri Stati Schengen;
d.: inoltrare ai Cantoni di domicilio le comunicazioni su persone domiciliate in Svizzera che hanno acquistato un’arma da fuoco in uno Stato-Schengen;
e.: elaborare raccomandazioni sull’applicazione uniforme della legislazione sulle armi e sul rilascio di autorizzazioni eccezionali;
f.: all’occorrenza, rilasciare a compagnie aeree estere un’autorizzazione quadro per svolgere funzioni di sicurezza secondo l’articolo 27a.

³ Il Consiglio federale disciplina i dettagli dell’attività dell’Ufficio centrale.

Art. 31c Central office

¹ The Federal Council shall designate a central office to provide the enforcing authorities with support.

² Besides the mandate under Articles 9a paragraph 2, 22b, 24 paragraphs 3 and 4, 25 paragraphs 3 and 5, 31d, 32a, 32c and 32j paragraph 1, the central office also performs the following tasks in particular:

a.: it advises the enforcing authorities;
b.: it co-ordinates their activities;
b^bis.¹²³ it processes requests from Swiss or foreign authorities to trace firearms, their essential components or accessories, ammunition and ammunition components, and forwards to foreign authorities appropriate requests by Swiss authorities; it is the contact point for technical and operative matters concerning traceability;
c.: it is the central reception centre and reporting office for the exchange of information with other Schengen states;
d.: it forwards to the canton of residence reports on persons resident in Switzerland who have acquired a firearm in a Schengen state;
e.: it compiles recommendations for the uniform application of weapons legislation and for granting exemption permits;
f.: it may grant foreign airlines a general permit to perform security-related duties in accordance with Article 27a.
