1 Sulla base delle sue osservazioni (art. 39b cpv. 1 lett. a LDA) o delle notifiche ricevute (art. 16g), il servizio verifica la presenza di indizi di un utilizzo abusivo dei provvedimenti tecnici.
2 Qualora rilevi tali indizi, nella sua funzione di organismo di collegamento (art. 39b cpv. 1 lett. b LDA) tra gli interessati, il servizio si adopera affinché le parti giungano a una soluzione concertata.
3 Non dispone della facoltà di prendere decisioni o d’impartire istruzioni.23
4 Per esercitare le sue funzioni, può far capo a persone esterne all’Amministrazione federale; esse sono tenute al segreto.
