Art. 140

1 La Confédération peut encourager la sélection de plantes utiles:

a.
de haute valeur écologique;
b.
de haute valeur qualitative;
c.
adaptées aux conditions régionales.

2 Elle peut accorder des contributions à des exploitations privées et à des organisations professionnelles fournissant des prestations d’intérêt public, notamment pour:

a.
la sélection, le maintien de la pureté et l’amélioration des variétés;
b.
les essais de mise en culture;

3 Elle peut soutenir la production de semences et de plants par des contributions.

Art. 140

1 The Confederation may promote the breeding of commercial plants which:

a.
are of high ecological value;
b.
are of high quality; or
c.
have been adapted to the conditions prevailing in the various parts of the country.

2 It may provide subsidies for private plant breeders and specialised organisations that provide services for the general good, namely for:

a.
breeding, maintaining the purity of and improving varieties;
b.
experimental cultivation;

3 It may subsidise the production of seeds and seedlings.
