vu le message du Conseil fédéral du 26 février 19972,

arrête:

The Federal Assembly of the Swiss Confederation,

based on Article 85 section 1 of the Federal Constitution1,

and having considered the Federal Council Dispatch dated 26 February 19972,

decrees:
