The Federal Assembly of the Swiss Confederation,

on the basis of Article 107 paragraph 1 and Article 118 paragraph 2 letter a
of the Federal Constitution1,2
and having considered the Dispatch of the Federal Council dated 24 January 19963,

decrees:
