1 The Federal Council shall draw up the required provisions for implementation insofar as responsibility is not assigned by law to another agency.
2 It may delegate the task of drawing up regulations that are predominantly technical or administrative to the EAER und, in connection with plant protection substances, to the Federal Department of Home Affairs or its agencies, or to subordinate federal offices.251
