Art. 2 Scope of application

1 This Act applies to the following registers:

a.
the computerised civil status register (Infostar) maintained by the cantons and operated by the Federal Office of Justice;
b
the Central Migration Information System (ZEMIS) of the State Secretariat for Migration3;
c.
the Ordipro information system of the Federal Department of Foreign Affairs;
d.4
the information system for the networked administration of data on and for the Swiss Abroad (E-VERA5) maintained by the Federal Department of Foreign Affairs;
e.6
the Central Register of Insured Persons, the Central Pensions Register and the Register of Benefits-in-Kind of the Central Compensation Office in accordance with Article 71 of the Federal Act of 20 December 19467 on Old-Age and Survivors’ Insurance (OASIA);
f.8
the information system of the Central Compensation Office for processing data related to supplementary benefits in accordance with Article 71 OASIA.

2 It also applies to the cantonal and communal:

a.
registers of residents;
b.
electoral registers that serve as the basis for federal popular votes and elections to the National Council.

Art. 2 Campo d’applicazione

1 La presente legge si applica ai seguenti registri:

a.
il registro informatizzato dello stato civile (Infostar) tenuto dai Cantoni e gestito dall’Ufficio federale di giustizia;
b
il sistema centrale d’informazione sulle migrazioni (SIMIC) della Segreteria di Stato della migrazione3;
c.
il sistema d’informazione Ordipro del Dipartimento federale degli affari esteri;
d.4
il sistema d’informazione Gestione in rete dei dati relativi agli Svizzeri all’estero (E-VERA5) del Dipartimento federale degli affari esteri;
e.6
il registro centrale degli assicurati, il registro centrale delle rendite e il registro delle prestazioni in natura dell’Ufficio centrale di compensazione di cui all’articolo 71 della legge federale del 20 dicembre 19467 sull’assicurazione per la vecchiaia e per i superstiti (LAVS);
f.8
il sistema d’informazione per il trattamento di dati concernenti le prestazioni complementari dell’Ufficio centrale di compensazione di cui all’articolo 71 LAVS.

2 La presente legge si applica inoltre:

a.
ai registri cantonali e comunali degli abitanti;
b.
ai cataloghi elettorali cantonali e comunali utilizzati come base per le votazioni popolari federali e le elezioni del Consiglio nazionale.

3 La designazione dell’unità amministrativa è stata adattata in applicazione dell’art. 16 cpv. 3 dell’O del 17 nov. 2004 sulle pubblicazioni ufficiali (RU 2004 4937), con effetto dal 1° gen. 2015.

4 Nuovo testo giusta l’all. n. III 3 della L del 26 set. 2014 sugli Svizzeri all’estero, in vigore dal 1° nov. 2015 (RU 2015 3857; FF 2014 1723 2379).
