Preamble

The Federal Assembly of the Swiss Confederation,

based on the responsibility of the Confederation for foreign relations1
and on Article 64 of the Federal Constitution2,
and having considered the Federal Council Dispatch of 10 November 19823,4

decrees:

L’Assemblea federale della Confederazione Svizzera,

data la competenza della Confederazione in materia di politica estera1,
visto l’articolo 64 della Costituzione federale2 (Cost.),
visto il messaggio del Consiglio federale del 10 novembre 19823,4

decreta:
