Art. 19 Emergency response organization

1 The Federal Council shall establish an emergency response organization for incidents that could endanger the public as a result of increased radioactivity.

2 The emergency response organization shall have, in particular, the following responsibilities:

a.
in the event of an incident, it shall forecast the dangers arising for the public;
b.
it shall monitor the extent and course of increased radioactivity and assess possible impacts on people and the environment;
c.
where there is an imminent danger, it shall order the necessary emergency measures and supervise their implementation.

3 The details shall be elaborated by the Federal Council. It shall ensure that the emergency response organization:

a.
informs the competent federal and cantonal agencies of the extent of the danger and requests the necessary protective measures;
b.
informs the public.

Art. 19 Organisation d’intervention

1 Le Conseil fédéral institue une organisation d’intervention en cas d’événements pouvant provoquer pour la population un danger du à une augmentation de la radioactivité.

2 L’organisation d’intervention a notamment les tâches suivantes:

a.
en cas d’événement au sens de l’al. 1, elle établit des pronostics quant aux dangers courus par la population;
b.
elle suit l’ampleur et l’évolution de la radioactivité et évalue les répercussions possibles sur l’homme et l’environnement;
c.
en cas de danger immédiat, elle ordonne les mesures d’urgence nécessaires et surveille l’exécution.

3 Le Conseil fédéral règle les modalités. Il veille à ce que l’organisation d’intervention:

a.
informe les services compétents de la Confédération et des cantons de l’ampleur du danger et leur propose les mesures de protection nécessaires;
b.
informe la population.
