Art. 13 Participation in an advisory capacity

Acting in an advisory capacity, the following individuals shall take part in the meetings of the Swiss Conference of Higher Education Institutions:

a.
the head of the State Secretariat for Education and Research5;
b.6

the General Secretary of the Swiss Conference of Cantonal Ministers of Education (EDK);
d.
the President and Vice President of the Swiss Conference of Rectors of Higher Education Institutions;
e.
the President of the Federal Institutes of Technology Board;
f.
the President of the National Research Council of the Swiss National Science Foundation;
g.7
a representative of Innosuisse;
h.8
the President of the Swiss Science Council9;
i.
one delegate representing the interests of students, one delegate representing the interests of mid-level faculty and one delegate representing the interests of professors at Swiss higher education institutions;
j.
the chairpersons of standing committees, provided that they are not a member of the Swiss Conference of Higher Education Institutions; the standing committee under Article 15 paragraph 1 let. b shall take part with two delegates representing the interests of trade unions and two delegates representing the interests of employer unions;
k.
other representatives of organisations as well as individuals who have been invited for the purpose of discussing specific items on the agenda.

Art. 13 Participation avec voix consultative

Les personnes suivantes participent aux séances de la Conférence suisse des hautes écoles avec voix consultative:

a.
le secrétaire d’état à la formation, à la recherche et à l’innovation6;

le secrétaire général de la Conférence suisse des directeurs cantonaux de l’instruction publique (CDIP);
d.
le président et le vice-président de la Conférence des recteurs des hautes écoles suisses;
e.
le président du Conseil des EPF;
f.
le président du conseil de recherche du Fonds national suisse;

un représentant d’Innosuisse;
h.9
le président du Conseil suisse de la science10;
i.
un représentant des étudiants, un représentant du corps intermédiaire et un représentant du corps professoral des hautes écoles suisses;
j.
les présidents des comités permanents, sauf s’il s’agit de membres de la Conférence suisse des hautes écoles; deux membres des organisations des employés et deux membres des organisations des employeurs représentant le comité permanent visé à l’art. 15, al. 1, let. b;
k.
les organisations et personnes invitées lorsque l’ordre du jour l’exige.
