1 The Confederation may contribute to cantonal expenditure on grants provided to students at universities and higher education institutions. It may encourage the intercantonal harmonisation of education grants and lay down principles for the payment of education grants.35
2 It may also supplement cantonal measures while preserving cantonal autonomy in education matters by taking its own measures to promote education.

1 Der Bund kann den Kantonen Beiträge an ihre Aufwendungen für Ausbildungsbeiträge an Studierende von Hochschulen und anderen Institutionen des höheren Bildungswesens gewähren. Er kann die interkantonale Harmonisierung der Ausbildungsbeiträge fördern und Grundsätze für die Ausrichtung von Ausbildungsbeiträgen festlegen.35
2 Er kann zudem in Ergänzung zu den kantonalen Massnahmen und unter Wahrung der kantonalen Schulhoheit eigene Massnahmen zur Förderung der Ausbildung ergreifen.
