Art. 83 Verwendung für die Aus- und Weiterbildung

(Art. 109a Abs. 1 Bst. a RTVG)

¹ Das BAKOM unterstützt auf Gesuch hin die Aus- und Weiterbildung von Mitarbeitenden von Veranstaltern mit Abgabenanteil. Unterstützt werden Aus- und Weiterbildungen im Bereich der journalistischen Fertigkeiten und Kompetenzen, des Redaktionsmanagements, der Qualitätssicherung sowie im technischen und finanztechnischen Bereich, sofern sie der Erfüllung des Leistungsauftrags dienen.

² Unterstützt werden insbesondere:

a.: Mitarbeitende, die professionelle Angebote externer Aus- und Weiterbildungsinstitutionen sowie journalismus- und mediennaher Institutionen und Organisationen nutzen;
b.: Veranstalter, die ihren Mitarbeitenden in Zusammenarbeit mit externen Fachpersonen von Aus- und Weiterbildungsinstitutionen sowie von journalismus- und mediennahen Institutionen und Organisationen eine spezifische interne Aus- bzw. Weiterbildung ermöglichen;
c.: komplementäre nicht gewinnorientierte Radioveranstalter, die kontinuierlich mehrere Praktikantinnen und Praktikanten gleichzeitig ausbilden und dafür entsprechende Fachpersonen angestellt haben;
d.: spezifische Aus- und Weiterbildungsangebote von Aus und Weiterbildungsinstitutionen sowie von journalismus- und mediennahen Institutionen und Organisationen, die auf die konkreten Bedürfnisse von lokalen und regionalen Veranstaltern mit Abgabenanteil ausgerichtet sind;
e.: die Organisation von Weiterbildungstagungen in erster Linie im Bereich neuer Medien, welche sich an die Mitarbeitenden der Veranstalter mit Abgabenanteil richten.

³ Anrechenbar sind insbesondere, soweit sie nicht durch andere Leistungen der öffentlichen Hand gedeckt sind:

a.: Kurskosten für Angebote nach Absatz 2 Buchstabe a;
b.: Kosten für externe Fachpersonen nach Absatz 2 Buchstabe b;
c.: Kosten für Fachpersonen nach Absatz 2 Buchstabe c;
d: Kosten für die Planung und Durchführung von Ausbildungs- sowie Tagungsangeboten inklusive die Erarbeitung entsprechender Schulungsdokumentationen nach Absatz 2 Buchstaben d und e.

⁴ Die Unterstützung beträgt höchstens 80 Prozent der anrechenbaren Kosten.

⁵ Das BAKOM legt den zur Verfügung stehenden Betrag periodisch fest und überprüft die Wirksamkeit der verwendeten Mittel.

Art. 83 Use for training and continuing professional development

(Art. 109a para. 1 let. a RTVA)

¹ On request, OFCOM shall support the training and continuing professional development of employees of fee-sharing broadcasters. Support is provided for training and continuing professional development courses in the areas of journalistic skills and competences, editorial management, quality assurance and in technical and financial matters provided they serve to fulfil the performance mandate.

² Support is provided in particular to:

a.: employees who use the professional services of external training and continuing professional development institutions as well as journalism- and media-related institutions and organisations;
b.: broadcasters that offer their employees a specific internal training or continuing professional development course in cooperation with external specialists from training and continuing professional development institutions and from journalism- and media-related institutions and organisations;
c.: complementary, non-profit-orientated radio broadcasters that continuously train several interns at the same time and which have employed related specialists for this purpose;
d.: specific training and continuing professional development courses from training and continuing professional development institutions and from journalism- and media-related institutions and organisations that are tailored to the specific needs of local and regional fee-sharing broadcasters;
e.: organisers of continuing professional development conferences devoted primarily to new media that are aimed at employees of fee-sharing broadcasters.

³ The following are in particular eligible, provided they are not covered by other public subsidies:

a.: the cost of courses in terms of paragraph 2 letter a;
b.: the cost of external specialists in terms of paragraph 2 letter b;
c.: the cost of specialists in terms of paragraph 2 letter c;
d: the cost of planning and holding training courses and conferences including the preparation of related course documentation in terms of paragraph 2 letters d and e.

⁴ Support amounts to a maximum of 80 per cent of the eligible costs.

⁵ OFCOM shall periodically determine the available amount and verify the effectiveness of the use made of the resources.
