Art. 5 Commission de la statistique fédérale

1 La Commission de la statistique fédérale (commission) conseille le Conseil fédéral et les producteurs de statistiques de la Confédération dans les domaines suivants:

a.
élaboration et suivi du programme pluriannuel;
b.
établissement de recommandations et de directives pour les travaux statistiques;
c.
travaux statistiques ayant une portée générale;
d.
politique de diffusion de l’information statistique;
e.
autres questions ayant trait à l’amélioration de la statistique officielle suisse.

2 Font exception à cette règle les domaines relevant intégralement de la compétence des institutions partiellement soumises à la loi.

3 La commission adresse annuellement au Conseil fédéral un rapport sur le développement du programme pluriannuel et sur la situation et l’évolution de la statistique officielle suisse.

4 Pour le traitement d’affaires spécifiques, elle peut créer des sous-commissions et consulter des experts. Le statut juridique, la durée du mandat et les indemnités des membres de la commission sont réglés par la législation sur les commissions extraparlementaires.

5 La commission comprend au maximum 25 membres; elle se réunit en règle générale deux fois par année. Son secrétariat est assuré par l’office.

6 Le Département fédéral de l’intérieur en arrête le règlement.

Art. 5 Federal Statistics Committee

1 The Federal Statistics Committee (the Committee) advises the Federal Council and the federal statistics generators on the following matters:

a.
the preparation of the multi-year programme and the supervision of this programme;
b.
the provision of recommendations and guidelines for statistical work;
c.
general statistics projects;
d.
the policy on the publication of statistical information;
e.
other issues that are important for improving official statistics in Switzerland.

2 Matters falling under the autonomous control of the institutions partly subject to the Act are not included in the foregoing.

3 The Committee draws up an annual report for submission to the Federal Council on developments in the multi-year programme and the situation and development of official statistics in Switzerland.

4 It may form sub-committees to deal with specific matters and may call on experts. The legal status, term of office and remuneration of the members the Committee are governed by the regulations on the extra-parliamentary committees.

5 The Committee is made up of a maximum of 25 members and normally meets twice a year. The Committee Secretariat is run by the Federal Office.

6 The Federal Department of Home Affairs issues the internal regulations.
