Art. 3 Définitions

¹ Les producteurs de statistiques de la Confédération sont les unités administratives fédérales (art. 58 de la loi du 19 sept. 1978 sur l’organisation de l’administration²) ou des parties de telles unités, ainsi que les organismes, les établissements et autres personnes morales partiellement soumis à la loi qui effectuent des travaux statistiques.

² Sont réputées travaux statistiques les activités suivantes:

a.: la réalisation de relevés directs ou indirects;
b.: l’élaboration d’aperçus et de statistiques de synthèse;
c.: la création et la mise à jour de classifications, de nomenclatures et de terminologies;
d.: l’exploitation à des fins statistiques de données administratives, de registres et de données fournies par les réseaux d’observations et de mesures;
e.: l’analyse statistique, la diffusion et l’archivage;
f.: la mise au point de méthodes statistiques pour la statistique fédérale et des programmes informatiques destinés à les mettre en œuvre;
g.: la formation et la recherche dans le domaine de la statistique;
h.: les relations internationales visant à la coordination et à l’harmonisation des statistiques ainsi qu’à l’échange d’informations statistiques.

³ Ne sont pas réputées travaux statistiques les activités dont le seul but est la gestion interne des unités administratives et des autres organismes, établissements ou particuliers, et dont les résultats ne fournissent pas d’informations représentatives au niveau fédéral.

Art. 3 Definitions

¹ Federal statistics generators are administrative units of the Federal Administration (Art. 58 of the Administration Organisation Act of 19 Sept. 1978²) or parts thereof, as well as the public corporations, institutions and other legal entities that are partly subject to the Act insofar as they carry out statistical work.

² Statistical work comprises:

a.: the conduct of direct and indirect surveys;
b.: the provision of general surveys and statistical summaries;
c.: the preparation and the updating of classifications, nomenclatures and terminological collections;
d.: the evaluation for statistical purposes of administrative data, registers and of data from observation and monitoring networks;
e.: statistical analysis, provision of statistical information and archiving;
f.: devising statistical methods for federal statistical bodies as well as the related information technology programs;
g.: training and research in the field of statistics;
h.: the cultivation of international contacts relating to the coordination and harmonisation of statistics, as well as the exchange of statistical information.

³ Work that that solely involves the internal administrative activities of administrative units and the other public corporations, institutions and private entities, the results of which provide no representative information at federal level, is not regarded as statistical work.
