Art. 38a

1 The Confederation provides financial assistance for measures that improve the profitability of sustainable forest management, in particular for:48

a.
interoperational planning bases;
b.
measures to improve the management conditions of the forestry operations;
c.
temporary joint measures by the forestry and timber sector for advertising and marketing promotion in the case of exceptional wood supply;
d.
the storage of wood in the case of exceptional wood supply;
e.49
promoting the training of forestry workers and the practical training of forestry experts at university level;
f.50
measures that support the forest in being able to fulfil its functions even under changed climatic conditions, in particular for the management of young forest and propagation of plant material;
g.51
adaptation or reconstitution of public infrastructure facilities, insofar as these are necessary as part of an overall forest management concept and take account of the forest as a near-natural habitat, and overdevelopment is avoided.

2 It provides financial assistance:

a.52
for measures under paragraph 1 letters a, b and d–g: as global subsidies on the basis of programme agreements concluded with the cantons;
b.
for measures under paragraph 1 letter e: by a ruling of the Federal Office.

3 The level of the financial assistance is based on the effectiveness of the measures.

Art. 38a

1 La Confederazione accorda aiuti finanziari per provvedimenti che migliorano la redditività della gestione forestale sostenibile, segnatamente per:54

a.
basi di pianificazione sovraziendali;
b.
provvedimenti intesi a migliorare le condizioni di gestione delle aziende dell’economia forestale;
c.
provvedimenti temporanei relativi alla pubblicità e alla promozione delle vendite presi in comune dall’economia forestale e del legno in caso di sovraproduzione straordinaria;
d.
il deposito di legname in caso di sovrapproduzione straordinaria;
e.55
la promozione della formazione degli operai forestali e la formazione pratica degli operatori forestali a livello di scuola universitaria;
f.56
provvedimenti che sostengono la foresta nella sua capacità di adempiere le sue funzioni anche in condizioni climatiche mutate, segnatamente per la cura dei giovani popolamenti e per la produzione di materiale di riproduzione forestale;
g.57
l’adeguamento o il ripristino di infrastrutture di allacciamento, sempre che esse siano necessarie per la gestione della foresta nell’ambito di progetti globali, rispettino la foresta come ambiente naturale di vita e che sia evitata una densità di allacciamento eccessiva.

2 La Confederazione accorda gli aiuti finanziari per:

a.58
i provvedimenti di cui al capoverso 1 lettere a, b e d−g: come contributi globali in base agli accordi di programma conclusi con i Cantoni;
b.
i provvedimenti di cui al capoverso 1 lettera c: mediante decisione dell’Ufficio federale.

3 L’ammontare degli aiuti finanziari è determinato in base all’efficacia dei provvedimenti.
