1 For imports, a certificate of inspection must be issued in the EU system for the electronic certification of the import of organic products (Traces) in accordance with Commission Delegated Regulation (EU) 2021/2306.161 Where a consignment is to be split into several batches before assessment, an extract from the certificate of inspection in Traces must be issued for each batch resulting from the split.162
2 Switzerland uses the EU’s Traces information system.
3 FOAG shall grant certification bodies and operators in Switzerland access rights to Traces. It bases its decision on the check that the certification bodies have carried out in relation to the identity of the operators that they have under contract. It may grant access rights to Traces to other federal and cantonal authorities if this is required to fulfil its duties.
4 In cases in which the Traces information system does not work, certificates of inspection and extracts from certificates of inspection may be issued and endorsed without using Traces.
5 The EAER shall regulate the certificates of inspection and extracts from certificates of inspection in Traces as well as the procedures.163
6 FOAG may facilitate or cancel the obligation to issue the certificate of inspection for imports from countries under Article 23 or for imports that have been certified by bodies under Article 23a paragraph 2.164

1 Per le importazioni deve essere allestito un certificato di controllo nel sistema per la certificazione elettronica delle importazioni di prodotti biologici dell’UE (Traces) giusta il regolamento (UE) 2021/2306158. Se l’invio è suddiviso in diverse partite prima della tassazione, per ogni partita risultante dalla suddivisione dev’essere allestito un certificato di controllo parziale in Traces.159
2 La Svizzera usa il sistema d’informazione Traces dell’UE.
3 L’UFAG concede i diritti d’accesso a Traces agli enti di certificazione e alle imprese in Svizzera. A tal fine si basa sulla verifica svolta dagli enti di certificazione in relazione all’identità delle imprese che hanno a contratto. L’UFAG può attribuire i diritti d’accesso a Traces ad altre autorità della Confederazione e dei Cantoni se ciò è necessario per l’adempimento dei loro compiti.
4 Nei casi in cui il sistema d’informazione Traces non funzioni, è possibile rilasciare certificati di controllo e certificati di controllo parziali provvisti di una rispettiva indicazione senza utilizzare Traces.
5 Il DEFR disciplina i certificati di controllo e i certificati di controllo parziali in Traces nonché le procedure.160
6 L’UFAG può semplificare o sopprimere l’obbligo del certificato di controllo per importazioni provenienti da Paesi di cui all’articolo 23 o certificate da enti di cui all’articolo 23a capoverso 2.161
