Art. 53 International cooperation on the protection of the environment

1 The Confederation may make contributions:

a.
to international organisations or programmes in the field of international environmental protection;
b.
for the implementation of international agreements on the environment;
c.
for the financing of the secretariats for international agreements on the environment that are permanently based in Switzerland;
d.
to funds that support developing and transition countries in the implementation of international agreements on the environment.

2 Contributions under paragraph 1 letter d are authorised as framework credits for two or more years in each case.

3 The Federal Council monitors the effective use of the funds authorised under this Act and reports to the Federal Assembly thereon.

Art. 53 Cooperazione internazionale per la protezione dell’ambiente

1 La Confederazione può accordare contributi:

a.
a organizzazioni internazionali o programmi nell’ambito della protezione ambientale internazionale;
b.
per attuare accordi internazionali in materia ambientale;
c.
per finanziare i segretariati di accordi internazionali in materia ambientale la cui sede permanente è in Svizzera;
d.
a Fondi per il sostegno di Paesi in sviluppo e in transizione nell’ambito dell’attuazione di accordi internazionali in materia ambientale.

2 I contributi di cui al capoverso 1 lettera d sono stanziati sotto forma di crediti quadro pluriennali.

3 Il Consiglio federale vigila sull’impiego efficace dei mezzi stanziati in virtù della presente legge e ne riferisce all’Assemblea federale.
