Preamble

The Federal Assembly of the Swiss Confederation,

based on Article 173 paragraph 2 of the Federal Constitution1,2
and having considered the Federal Council Dispatch dated 16 October 19963,

decrees:

L’Assemblea federale della Confederazione Svizzera,

visto l’articolo 173 capoverso 2 della Costituzione federale1;2
visto il messaggio del Consiglio federale del 16 ottobre 19963,

decreta:
