Art. 66 Successful request

1 After expiry of the referendum period, the Federal Chancellery shall establish whether the referendum request lists contain the required number of valid signatures. If less than half of the quorum required under the Constitution has been achieved, a notice shall be published in the Federal Gazette stating simply that the period allowed for the collection of signatures has expired. If half or more of the required quorum has been achieved, the Federal Chancellery shall issue a ruling confirming whether or not the request for a referendum has been successful.121

2 The following are invalid:

a.122
signatures on lists that do not fulfil the requirements of Article 60;
b.123
signatures by persons whose eligibility to vote is not certified;
c.
signatures on lists that have been submitted after expiry of the referendum period.

3 The Federal Chancellery shall publish the ruling on the success of the referendum request in the Federal Gazette together with details of the numbers of valid and invalid signatures for each canton.124

Art. 66 Riuscita

1 Trascorso il termine di referendum, la Cancelleria federale accerta se il referendum ha raccolto il numero prescritto di firme valide. Se non è raggiunta almeno la metà del numero costituzionalmente stabilito, viene pubblicata nel Foglio federale una semplice nota indicante che il termine di referendum è trascorso infruttuosamente. Nel caso contrario, la Cancelleria federale accerta con una decisione la riuscita o la non riuscita del referendum.123

2 Sono nulle:

a.124 le firme su liste che non adempiono i requisiti di cui all’articolo 60;
b.125 le firme di coloro il cui diritto di voto non è stato attestato;
c.
le firme su liste depositate scaduto il termine di referendum.

3 La Cancelleria federale pubblica nel Foglio federale la decisione di riuscita indicando per Cantone il numero delle firme valide e nulle.126
