Art. 42 Procedure

1 For each funding period, the Higher Education Council shall determine the public funding requirements of higher education institutions and other institutions within the higher education sector.

2 When doing so, it shall consider the following in particular:

a.
the relevant statistical findings of the Federal Statistical Office;
b.
the cost accounting of higher education institutions and other institutions within the higher education sector;
c.
the development and financial plans of higher education institutions and other institutions within the higher education sector;
d.
the reference costs;
e.
the expected number of students;
f.
Coordination of the entire Swiss higher education sector.

Art. 42 Procédure

1 Le Conseil des hautes écoles détermine les fonds publics nécessaires au financement des hautes écoles et des autres institutions du domaine des hautes écoles pour chaque période de financement.

2 Il se fonde notamment sur les éléments suivants:

a.
les résultats statistiques pertinents de l’Office fédéral de la statistique;
b.
la comptabilité analytique des hautes écoles et des autres institutions du domaine des hautes écoles;
c.
les plans de financement et de développement des hautes écoles et des autres institutions du domaine des hautes écoles;
d.
les coûts de référence;
e.
les prévisions concernant les effectifs d’étudiants;
f.
la coordination de la politique des hautes écoles à l’échelle nationale.
