Art. 1 Aim

1 The aim of this Act is to ensure that a range of cost-effective, high quality, and nationally and internationally competitive telecommunications services is available to private individuals and the business community.

2 It shall in particular:

a.
ensure that a reliable universal service is provided, at affordable prices, for all sections of the population in all parts of the country;
b.
ensure that telecommunications traffic is free from interference and respects personal and incorporeal property rights;
c.
allow effective competition in the provision of telecommunications services;
d.4
protect users of telecommunications services from unfair advertising and from abuse associated with value-added services;
e.5
protect children and minors from the risks that arise from using telecommunications services.

Art. 1 Zweck

1 Dieses Gesetz bezweckt, dass der Bevölkerung und der Wirtschaft vielfältige, preiswerte, qualitativ hoch stehende sowie national und international konkurrenzfähige Fernmeldedienste angeboten werden.

2 Es soll insbesondere:

a.
eine zuverlässige und erschwingliche Grundversorgung mit Fernmeldediensten für alle Bevölkerungskreise in allen Landesteilen gewährleisten;
b.
einen störungsfreien, die Persönlichkeits- und Immaterialgüterrechte achtenden Fernmeldeverkehr sicherstellen;
c.
einen wirksamen Wettbewerb beim Erbringen von Fernmeldediensten ermöglichen;
d.4
die Benutzerinnen und Benutzer von Fernmeldediensten vor unlauterer Werbung und vor Missbrauch durch Mehrwertdienste schützen;
e.5
Kinder und Jugendliche vor den Gefahren, die sich aus der Nutzung der Fernmeldedienste ergeben, schützen.
