Preamble

The Federal Assembly of the Swiss Confederation,

on the basis of Article 122 of the Federal Constitution1,2
and having considered the Federal Council Dispatch dated 16 February 20003,

Die Bundesversammlung der Schweizerischen Eidgenossenschaft,

gestützt auf Artikel 122 der Bundesverfassung1,2
nach Einsicht in die Botschaft des Bundesrates vom 16. Februar 20003,

beschliesst:
