1 The cantons shall gather and process information in accordance with Article 6 paragraph 1 letter a without having to be requested to do so or based on a special assignment issued by the FIS. When doing so, the cantonal executive authorities have the power to make use on their own initiative of information gathering measures not requiring authorisation in accordance with Articles 13–15, 19, 20, 23 and 25.
2 The cantonal executive authorities shall submit a report to the FIS without having to be requested to do so if they identify a specific threat to internal or external security.
3 The FIS shall work with the cantons to implement this Act, in particular by providing technical resources, through protective and monitoring measures and by offering joint training courses.
4 The cantons shall within the limits of their capacities support the FIS in implementing its tasks, in particular by:
5 The Confederation shall within the limits of the approved credits compensate the cantons for their support in implementing this Act. The Federal Council shall fix the level of compensation based on the number of persons primarily employed to carry out federal tasks.
1 Die Kantone beschaffen und bearbeiten Informationen nach Artikel 6 Absatz 1 Buchstabe a unaufgefordert oder aufgrund eines besonderen Auftrags des NDB. Die kantonalen Vollzugsbehörden haben dabei die Befugnis, die genehmigungsfreien Beschaffungsmassnahmen nach den Artikeln 13–15, 19, 20, 23 und 25 selbstständig einzusetzen.
2 Die kantonalen Vollzugsbehörden erstatten dem NDB unaufgefordert Meldung, wenn sie eine konkrete Bedrohung der inneren oder äusseren Sicherheit feststellen.
3 Der NDB arbeitet zum Vollzug dieses Gesetzes mit den Kantonen zusammen, insbesondere durch die Zurverfügungstellung technischer Mittel, durch Schutz- und Beobachtungsmassnahmen sowie durch gemeinsame Ausbildungsangebote.
4 Die Kantone unterstützen den NDB im Rahmen ihrer Möglichkeiten beim Vollzug seiner Aufgaben, insbesondere indem sie:
5 Der Bund gilt den Kantonen im Rahmen der bewilligten Kredite die Leistungen ab, die sie zum Vollzug dieses Gesetzes erbringen. Der Bundesrat legt die Abgeltung aufgrund der Zahl der überwiegend für Bundesaufgaben tätigen Personen pauschal fest.
