Art. 1

Der Bundesrat ist Oberbehörde in allen Angelegenheiten betreffend die Kontrolle des Verkehrs mit Edelmetallen und Edelmetallwaren. Ihm liegt insbesondere ob:

a.
Ernennung der Beamten des Eidgenössischen Zentralamtes für Edelmetallkontrolle (im folgenden Zentralamt genannt) gemäss Artikel 4 der Beamtenordnung I vom 24. Oktober 19303;
b.
Genehmigung der Berichte des Eidgenössischen Finanzdepartementes4;
c.
Erteilung von Weisungen an das Eidgenössische Finanzdepartement, soweit dieses nach dem Gesetz nicht selbständig zu verfügen hat;
d.

4 Bezeichnung gemäss Art. 1 des nicht veröffentlichten BRB vom 23. April 1980 über die Anpassung von bundesrechtlichen Erlassen an die neuen Bezeichnungen der Departemente und Ämter. Diese Änderung ist im ganzen Erlass berücksichtigt.

Art. 1

The Federal Council is the supreme body in all matters concerning the control of trade in precious metals and precious metal articles. Specifically, its duties are to:

a.
appoint the officers of the Federal Central Office for Precious Metals Control (hereinafter «the Central Office») in accordance with Article 4 of the Public Officials Regulations I of 24 October 19303;
b.
approve the reports of the Federal Department of Finance4;
c.
issue directives to the Federal Department of Finance, where the latter does not make orders independently under the Act;
