Art. 48

1 Zur Beschwerde ist berechtigt, wer:

a.
vor der Vorinstanz am Verfahren teilgenommen hat oder keine Möglichkeit zur Teilnahme erhalten hat;
b.
durch die angefochtene Verfügung besonders berührt ist; und
c.
ein schutzwürdiges Interesse an deren Aufhebung oder Änderung hat.

2 Zur Beschwerde berechtigt sind ferner Personen, Organisationen und Behörden, denen ein anderes Bundesgesetz dieses Recht einräumt.

Art. 48

1 A right of appeal shall be accorded to anyone who:

a.
has participated or has been refused the opportunity to participate in proceedings before the lower instance;
b.
has been specifically affected by the contested ruling; and
c.
has a interest that is worthy of protection in the revocation or amendment of the ruling.

2 Persons, organisations and authorities who are granted a right of appeal by another federal act shall also be entitled to appeal.
